I think you mean Mason Reese he was on the Mike Douglas show all the time. I think he Died in his 20's or so from the condition he had that make him small. He was not a dwarf though.

That is indeed Mason Adams as the announcer; he carved out quite a career as an announcer/voice-over in commercials, etc.- he started out in the "Golden Age Of Radio"...incidentally, that's Dick Tufeld in the opening :10 spot.
